Your next chapter starts here.

Payroll planning

Define compensation, the 8% statutory holiday allowance, employer premiums, pension obligations under the CAO, and payment schedule before onboarding.

BUILD YOUR LONG-TERM TEAM

Hiring employees in the Netherlands

For roles that sit inside your organization, start with a local employment arrangement. Budget for the full employment package and identify who will handle registration as a withholding agent with the Belastingdienst, monthly wage tax returns, pension fund enrollment, and ongoing administration.

Employment Essential

At a Glance

Employment terms

Book 7 of the Dutch Civil Code applies. Fixed-term contracts are limited to three contracts within three years before conversion to indefinite. Probation is capped at one month for many fixed-term contracts and two months for indefinite contracts. Many sectors have a mandatory CAO.

Salary payments

Monthly pay is standard and must be paid at least monthly, in euros, with a payslip. The 8% holiday allowance accrues on gross pay and is paid at least annually, typically in May. The statutory minimum wage is €14.99 per hour from July 1, 2026.

Annual bonus

No statutory 13th-month bonus. The 8% holiday allowance is the mandatory annual supplement; a 13th month is common under CAOs and individual contracts.

Paid annual leave

Statutory minimum of four times the weekly working hours, equal to 20 days on a full-time week; 25 days is typical. Employers pay at least 70% of salary for up to 104 weeks of sickness.

Employer cost planning

Include salary, the 8% holiday allowance, employer premiums, pension contributions, sick pay exposure, the statutory transition payment on dismissal, and any CAO benefits.

Employment framework: Burgerlijk Wetboek Boek 7 (Title 10), Wet minimumloon en minimumvakantiebijslag, and Wet financiering sociale verzekeringen. Requirements vary by role, contract type, and CAO.

Employer of Record

Explore an employment route with Rise.

Rise EOR manages local employment contracts, payroll, and compliance in supported markets. Discuss your Netherlands hiring plan with the team to confirm availability, timing, and the right setup.

Netherlands EOR availability is not confirmed on Rise’s current product page. Confirm coverage before making an offer.

WORK WITH INDEPENDENT SPECIALISTS

Hiring contractors in Netherlands.

Bring independent expertise into your business with clear deliverables, documented terms, and a reliable payment process. Choose a service agreement that reflects how the work will actually be performed, because the Belastingdienst resumed enforcement of the DBA rules on false self-employment in January 2025.

Set Up For Success

Your Contractor Checklist

Scope & autonomy

Agree on deliverables, timelines, and independent working practices. Assess embedding, instruction rights, and entrepreneurial risk before onboarding; reclassification means back wage tax and premiums.

Service agreement

Document fees, currency, payment timing, VAT treatment, intellectual property, confidentiality, and termination terms.

Tax & invoicing

Confirm KVK registration and BTW number, whether invoices carry 21% BTW or fall under the KOR small business scheme, and that invoices meet Dutch formal requirements.

Onboarding

Collect identity and payment details, signed agreements, and the documentation your engagement requires.

Payment preferences

Agree on supported withdrawal options and make fees, conversion, and settlement expectations clear.

Global Contractor Pay

One place to manage payday.

Onboard your contractors, organize payments, and fund payroll in USD or supported stablecoins. Give contractors flexibility over supported withdrawals, including EUR.

PLAN BEYOND THE HEADLINE SALARY

What does hiring in the Netherlands actually cost?

Start with the agreed gross salary or contractor fee, then separate business costs from worker deductions. The examples below use euros (EUR), apply 2026 rates and ceilings, and illustrate a budget, not a final payslip or quote.

Employees pay a nominal health insurance premium directly to their insurer.

Other deductions

Check the 30% ruling, commuting and salary-sacrifice arrangements, and wage garnishments.

Contractor costs: what the business pays, what the contractor keeps.

A contractor’s invoice is business revenue. The contractor needs to budget for tax, benefits, time off, and operating expenses before treating it as spendable income.

Cost Item

Hiring Business

Contractor

Service fee

Agreed invoice plus 21% BTW where applicable, plus reimbursable expenses.

Receives the agreed fee before their own costs. Collected BTW is remitted quarterly.

Tax & social coverage

No wage tax or employer premiums for a genuinely self-employed contractor. Reclassification can create back taxes, premiums, and fines.

Pays income tax on profit plus a 4.85% income-related Zvw contribution. No mandatory pension.

Payment & administration

Add the agreed Rise plan, payment fees, and any conversion costs.

Confirm who bears withdrawal and conversion fees.

Benefits & operating costs

Include any negotiated allowances in the contract.

Set aside amounts for disability insurance, pension, equipment, accounting, and non-billable time.

Self-employed costs: what a Dutch zzp’er pays

Component

2026 RATE OR RULE

Self-employed deduction

€1,200 - For entrepreneurs meeting the 1,225-hour criterion

SME profit exemption

12.7% - Applied to profit after the entrepreneur deduction

Health insurance contribution

4.85% - Applied to taxable profit up to €79,409

BTW

21% standard rate - KOR available up to €20,000 annual turnover

Contractor Example

€5,000 invoiced per month

At a steady €60,000 over 12 months excluding BTW, with no deductible expenses, taxable profit after the €1,200 self-employed deduction and 12.7% SME exemption is €51,332.40. After the monthly equivalent of the 4.85% Zvw contribution, €4,792.53 remains before income tax, disability insurance, pension, fees, and expenses.

This is not equivalent to an employee’s net salary: the contractor receives no employer-funded holiday allowance, pension, sick pay, unemployment, or disability cover.
